    Check next please:
    – check in WOOCS settings -> tab Advanced -> “Individual GeoIP rules for each product(*)” is this options enabled https://clip2net.com/s/49UmRUX
    – js errors in browser console, they can be from another plugin and prevent generating buttons for the product backend

    Thank you very much, your instructions helped.
    But there is one nuance that I checked on two different internet providers for my country Ukraine.

    I was tested on real IP from Ukraine
    1) Kyivstar (109.162.5.116)
    2) TerNet (31.148.150.40)

    In the Advanced settings, my country is not detected as Russia (correctly Ukraine).

    Please check GeoIp or oher IP services.

    In this case you should write on woocommerce/Maxmind support
