Ads not rotating

I have two ads placed in one Ads Place and only one will show up. if you go here: huddle.today/test-page/ you’ll see the blocks to the right. If upgrading to the paid one fixes this, then great, but I don’t want to pay and have the same issues. We’re using a cache plugin and I have it set to reflect that in the backend.
