Deactivate User Role Editor, then activate it back. It seems that your administrator role does not have URE related capabilities after roles reset. URE reactivation should restore them.
This has happened to me also.
I tried to deactivate and activate again but the ‘Administrator’ role is still not available unfortunately.

Clarify, do you not see ‘administrator’ role at User Role Editor UI only or it’s not available for selection from roles drop-down list at Users page and user’s profile too?

Both, I’m afraid. If I try to change a user’s role through Users > All users > Edit User, ‘Administrator’ is not available in the role dropdown.
If I enable “Show Administrator role at User Role Editor” in Settings > User Role Editor > General, the “Administrator” role does not appear in URE either.
Good news that you still have access to User Role Editor.
Try to create role: ID: administrator, Name: Administrator. Grant to it
all existing user capabilities including deprecated levels.
In case ‘Administrator’ role does not exist at your site for some
reason, URE will create it or shows error message in other case.
