 * I’m developing a theme.
 * The theme will have highlights that will be configured in wp admin. The number
   of highlights will be dynamic and each highlight will have at least one title
   and a description.
 * I’m not sure if I should use the ‘administration menus’ or the ‘Customizer API’…

 * Since the option changes front end appearance, i would use the customizer api.
   It shows a little pencil/edit icon next to the items that can be changed on the
   page. So you don’t have to go hunting around the admin dashboard to find it.
