I am having the same issue, on all themes, so it does not appear to be theme-related.

Just found this plugin fix on a FB group: (https://github.com/raffjones/chrome-admin-menu-fix) — worked for me. Apparently its a Chrome issue.
I recreated the problem on multiple sites and can confirm it’s a Google Chrome issue. The link that paulsutton shared worked perfectly.
Chrome 45 has a rendering bug. There is a ticket open on Chrome’s bug tracker about this issue, hopefully they will fix it soon.
In the meantime, here is a workaround to eliminate the issue in Chrome.
– Go to chrome://flags/#disable-slimming-paint
– Enable the “Disable slimming paint” option.
– Ensure that the “Enable slimming paint” option below it is not turned on.
– Relaunch Chrome.
When you’re done, the final result should look like this:

This will disable the problem code in Chrome and allow the menus to render normally.

Thank you paulsutton for linking to the solution that doesn’t just fix it for myself; but my clients as well without telling them how to edit their Chrome settings. Chrome is really buggin me with the way they are creating a new compatibility paradigm to deal with- as if there aren’t enough already #GoogleChrome
It seems like Chrome 45.0.2454.93 has also fixed this problem.
