Admin panel issue

    A rather odd bug cropped up today. Inside my admin panel I see a divider line about 1/4 way down the page. I am unable to click on any link below that line in the main are.
    It does not impact the left admin sidebar however.
    I have changed themes, and did a fresh install of WP yet the issue remains.
    Any help would be appreciated as I am unable to even update or add a post.
