Admin pane icons display as non-English characters

Recently, after years of running just fine, my admin pane displays non-English characters instead of navigation icons. The accompanying descriptive words, when they exist, are fine, it’s just the nav icon. Every time I go in it seems to be a different language set. I can work with it, but it’s very clunky since I have to hover over every icon to know which one to click.
