 * Hi all,
 * Since I’ve upgraded from WP 2.8.1 to 2.8.3, I’ve been experiencing some admin
   navigation troubles.
 * I think it will be a CSS or JS issue, as I have already deactivated all themes
   and plugins, but the bug remains…
 * Check the following screenshot for detail:

 * Make sure all the files are uploaded properly.. try reuploading wp-includes and
   wp-admin (latest version)…
 * Also, have you made any changes in the current codings? or installed any unknown
   plugin? Remove it and try again..
