    By default I believe WPJM only allows users with Admin rights to post jobs via the admin panel. Is this correct

    Yes.

    … and if so is there an alternative to allow other user roles to publish jobs via admin?

    WP Job Manager is designed so that no one, even admins, should be publishing jobs via the wp-admin pages. All jobs should be published, edited, and managed via the frontend pages where you are using our shortcodes. Otherwise our validation code and other things that need to run won’t actually run.
