Admin bar not showing (Various troubleshootings attempted)

    Hello all! My admin bar is currently missing, I read the posts I could find here of this problem, and so far I have not been able to fix the issue, I will list below what I have attempted:

    -show toolbar when vieweing site is checked
    -there is no show_admin_bar function or show_admin_bar filter in functions.php
    -wp_footer() function is present before the </body> tag in footer.php
    -when all plugins are removed (plugins fodler renamed) the problem persists

    p.s. When reaching the 404 page, the bar is visible

    Theme: Avada (Up to date, all patched up)

    Can you provide a link to your website?
    Does your theme have a wp_header() function in header.php?
    Does the admin bar appear when you restore the default theme?
