Admin Bar Missing on Front End

I recently switched a site I’m working on via localhost to the server.
One of the things that has gone wrong since moving is I no longer see the admin toolbar on the front end of my site. It works fine on the localhost so assume it’s something tied to the switch online.
Here’s what I’ve tried to fix it:
+ check wp_head() and wp_footer() function in header.php and footer.php respectively.
+ Switched to Twenty Fifteen theme
+ Verify the checkbox is checked in user profile option “Show Toolbar when viewing site”
+ Logged in, logged out
+ Disabled all plugins.
+ define(‘WP_DEBUG’, true);
Set to true with all plugins on I got two error messages.
First error message:

Well I solved the problem sort of. For some reason my admin toolbar will not show up in Chrome. I cleared my cache and still nothing.
Finally opened up my site on Firefox and voila! There it was.
Not the greatest solution but at least one that lets you see it.

Cleared all caches, removed all plugins, tried different themes, tried different browsers, reinstalled wordpress, tried in a private browser.. still the admin bar in frontend does not pick up the CSS
