Admin Bar 4.3 – Frontend broken

    After upgrade the admin bar is pushed to the bottom of the page (does not float at the top).

    It appears the css is not being picked up from: wp-includes/css/admin-bar.min.css?ver=4.3

    On another site the css above works but on this site it does not.

    I have reinstalled wordpress several times. Removed all plugins, tried different themes and the problem remains but only on this one site.

    Am using Wp 4.3, and a child theme of Twenty-Fourteen (but as said problem remains across different themes).
