# Admin Bar

 * When I log-on to my website (since I think, 3.1), a 1cm blank area appears at
   the top of the screen; the rest of the site looks normal.
 * Is there supposed to be a new Admin Bar there? If so, what do I need to add to
   my (old) Template to see it?

    should have all you need. your theme 
   is probably missing wp_head or wp_footer as describe in that article
