When you add shipping methods to Zones those can be renamed during configuration and the customer then chooses those ( based on country/location ) during the checkout process.
When adding a shipping method to a manually created order in WooCommerce it will show the available default shipping methods. These are however not the same shipping methods which you have configured for your Zones hence they display the default shipping method names and those cannot be changed.
When manually adding an order the shipping costs is also not automatically calculated based on the customer’s address and a shipping cost will need to be manually entered.

Thanks for the quick reply and answer. Is there a way to enable the shipping methods/zones on the Admin side, albeit with an option to override them if necessary, as I described above? I appreciate the flexibility Woocommerce is trying to offer on the backend, but in most cases I just want to quickly and simply add our Standard shipping to the order, especially as it is usually a phone order that requires this manual entering.

With regards to shipping rates on a manually created order if your ( Standard ) rate is a Fixed Rate shipping method, it would be that shipping method which would add to the order along with a shipping amount.
When manually creating order in WooCommerce the shipping method and cost associated with that would also need to be manually added.

I would love to see that the delivery methods for administrator orders are editable. Or automatically connected to our shipping methods. Is there hope for it one day?
So we are saying that front end shipping options are not available in the backend when manually adding an order over the phone? This appears to be a requested feature by a number of people so hopefully woo will look at this option???
