To access the RSS feed with a query string that limits the returned entries to just news items with a matching set of tags applied, e.g:
This functionality is already built into the RSS feed in WordPress, you just have to use the correct taxonomy name (which in this case is press_category) if you follow the link: http://new.barnsley.gov.uk/news/feed/?press_category=general the RSS feed will be filtered by the category “general”.
By the way, a quick bug report for you, if you visit http://new.barnsley.gov.uk/news/ and hit the archive links you end up at broken links such as “news/2014/05” instead of “http://new.barnsely.gov.uk/news/2014/05” I think the link just needs a “/” adding in front of it.

As an extra ask on this, is it also possible to be able to pass in a date range to further customise the feed?
Specifically for a MailChimp campaign, I’d like to be able to get a feed of all the items published in the last 7 days that are tagged with a certain news category.

I’m afraid changing the RSS would be out of the scope of this plugin, because RSS is a built in WordPress feature.
