I have a location option(radio button) that I need in the PayPal recipe for me to see when someone submits the form. Can this be included somehow in the PayPal notice I get when someone makes a payment?

If you are using the following shortcode, it will add the selected option value in the name of the product. So you will be able to see it the PayPal’s transaction and also the receipt sent out by PayPal.

[wp_paypal_payment_box …]
