Additional “ADD NEW” post button

Im looking at adding an additional button and link for adding a new post.

Use Case:
Under Posts, there is add new, we would like to add a link under that like add hot post that would automatically set the category, tags, title, some body text etc.

Can functions be used for adding main UI components like this? Pass URL params perhaps for autofilling?

This would be for adding a link button in the column, as well as next to the Posts header in the posts page (edit.php)
