    OK. Did not know how to delete my previous post which is really bad because it is now incorrect!

    OK. If you loaded your images via FTP, it is possible that the wrong permissions were loaded.

    You need to have your folders set to 755 permissions (important). Also advise to have all your images set to 644.

    Works now for me

    Thanks Dion, might be worth noting in troubleshooting that correct file and folder permissions are set up. Easy to overlook for users uploading FTP. BTW, how the heck do you delete previous posts? The older one is incorrect and I don’t want people thinking that downgrading WP core will solve the issue.
