 * I’ve seen this basic functionality around where people customized how they quote
   outside sources. The quotes usually have some fancy background image or a vertical,
   stylish bar (to signify that this is an outside source). Is there a plugin to
   allow this or is this built in?

 * I’m not sure I understand you correctly, but for quoting, you use blockquote.
 * If you want your quotes to look in a certain way, just style the blockquote element
   in your css file..
