Adding On To Other Plugins

This question has to do with the license and ethics of plugins.

Is it ok to take an already existing plugin, add some features, and then relaunch it (giving the original producer credit of course).

I did email them notifying them of what I did as a courtesy but it’s my understanding that is what open source is all about. But since this is my first plugin I thought it better i get some other opinions.
