If you are trying to add a link to the multi-step donation form, you can add links to step 1, 2, and 3, but not to step 4, the thank you step. This feature is already planned and after that, you should be able to add links to your multi-step donation form.
If I misunderstood your point here, please let me know and give me more details and examples of what you are trying to achieve, to I can better understand and support you.
And regarding letting your users add their own campaigns, this is not possible out of the box right now, it would be necessary some integrations. We have documentation here that explains how you can do it using Ninja Forms https://givewp.com/create-a-peer-to-peer-fundraising-campaign-with-givewp/
