Adding hyperlink to Ari theme primary sidebar title

I would like to add a hyperlink to Ari theme’s primary sidebar title. I understand that I need to add a URL code with an href attribute.

I’m confused about the ordering for adding the href code to the Ari theme CSS (‘Rachel McCaulley’ used to say ‘Pages’):
