Adding Headline above recent posts on front page

1. If this is more of a theme question, let me know and I can change the location.
2. My actual question is, is there a way for me to add a headline to my front page that is below my top widget line but above my recent posts?

I was hoping that when I changed to the recent posts vs. the static front, it would come with the same headline style as my widgets and posts. I want it to say, “The Tailgate Foodie Presents: The Latest and Greatest” or just “The Latest and Greatest” with the same red line as the rest of the headlines.
