depends on the theme you are using now.
to have links and text above an image, you probably wouyld use the image in the css as background image.
however, there are css positionings possible, to do it different.
without a link to your site, or at least the name and download link of your theme, there is not much more to suggest; or you could paste the code of footer.php into a http://wordpress.pastebin.com/ and post the link to it here.
someone might have a look at it, and may have some ideas.

I would like the text links to be part of the image rather than below or above. Most websites you go to have an image footer whether it be part of the back ground or not and they all have text links on them.
There must be some simple solution to this…
I can create a footer image – size it to the theme template i an using and then get that to show in the footer.php through the appearance editor but i have yet to find a way to integrate text links to that footer.
In most cases it should not matter what theme you are using as you can put in new code on all of them .. Problem being what code?
Html code maybe? just paste it into the footer editor…
I have asked this question a few times and it seems amazing that an answer is not available. I could go to any wordpress theme and change the footer, that is not a problem.
