    I am running 2.9-rare on a test blog. When I look at the appearance navigation there is no add themes link like I see on the production sites I run which are all on 2.8

    When I go to the themes page and click the “add new” button I get the error: “You do not have sufficient permissions to access this page.”

    I have:

    • Deleted all files except for config, themes, and plugins and uploaded the latest nightly build.
    • de-incremented the db-version in the database to force a db upgrade.
    • cleared my local cache and sessions.
    • deactivated all plugins.
    • Created a new user with Administration rights.

    I am thinking that the problem exists somewhere in meta data stored in the database, but I’m not sure where to look.

    I don’t have any problems adding new plugins (or at least getting to the add new plugins page), or doing other admin functions that I would guess have similar permissions.

    UPDATE:
    Here is the data from the user_meta table.

    2.9-rare: wptest_capabilities a:1:{s:13:”administrator”;b:1;}

    2.8 (live blog where this works): a:1:{s:13:”administrator”;b:1;}

    It was a database problem. I set the version back to 9872, ran the upgrade, and all is good once again.
