add text area plugin

I’m wondering if those of you expert in developing plug-ins and their admin panels can answer this.

I can see the application for a plugin button (like add image/video/media / flash, etc.) for inserting a text area so that WP can make pages that are forms. I’ve been doing this manually, but as an educator I’d love to be able to create pages in a blog that prompt students to answer questions and even tag the text areas with things like “reflection,” “knowledge” or “problem-solving” so I can look at student strengths and areas of weakness.

Are there constraints that make this impossible?
