Add short code to a href tag

    I have a situation where I have to create multiple contact forms and I want to create
    one page that contains links to each contact form.

    For example:

    <a href="[contact form 7 shortcode]' target="_blank">Some Person's Name</a>

    Thus far, I have tried many different ways to make this work with no success. Any ideas or suggestions I could try?
