Add Script Section to Page Editor

When I’ve worked on WP sites setup by our developers, the page editor has a section called “Scripts” which provides text fields for header scripts and body scripts. I assumed that was part of vanilla WP, but in a fresh install, I see that those sections don’t exist, so I assume they are added by the theme (we use Genesis). Is there an easy way to add those sections or a common theme that has them built-in?
