Happy to include the URL, http://www.thewaterfrontgastropub.ca, as it also shows off how jetpack can be used to show a menu.
You will see a i have a work around for vegetarian by using a tag and then have a click here to see only vegetarian dishes etc.
In the Food Menu Item edit window i can tick two menu sections but it just moves it to the second menu section.

I did some testing on my test site by using the same theme you’ve installed in your site, and I came to the conclusion that this might be possible is you rename the two items with a different name.
At the moment, the two items you want to get synced in two different menu sections are “called” in two different way – Dinner and Vegetarian Options.
By calling those two items in a different unique way, you should be able to edit these two only in one place and then got them updated in two different menu sections.
From what I tested at my end, this seems to be more time-consuming than updating the items manually as you wanted to avoid.
The tags workaround you found is a good one, though: I’d suggest testing it for a bit and see if this is something you can keep using.
