I’ve searched WP and cannot figure how to resolve my problem of no Menu to ADD Plug-Ins.

The Plugin Menu exists with sub headings Installed Plugins and Editor.

    ADD Plugin is missing

    If I manually add plugin-install.php to http://www.upperrissington.co.uk/wp-admin/plugin-install.php

I get You do not have sufficient permissions to access this page.

I’ve had this problem for months through upgrade ect and it won’t go away. There’s some brilliant plugins I want to add. I’ve also other WP sites running without problems

are you set up as an administrator? if you can’t access it then you may not have the right role.

Have you tried deactivating your plugins to see if any are causing that?

Have you tried resetting the plugins folder?

    Have you tried reinstalling WP?

    I have deactivated plugins.

Plugins folder trid changing its name and no go.

Reinstall might be a good idea – will I loose content?

try a check and repair of the database before you do anything else and back up your site as it currently is so you don’t lose anything!

No, just download a new copy of WP to your computer and then using FTP, replace all files and folders EXCEPT wp-content and wp-config.php – be sure to delete the old copies before uploading the new ones.

Make sure you have also switched to a default theme – just to be sure it’s not a theme related problem.
