    The admin menu items are dependent on your user role. So either your role does not have the manage_plugins capability, or you have somehow set the configuration variable for disallowing file modifications.
    If your user role is not admin (or superadmin for multisite), you will need to get an admin to change it.

    try the direct link https://eletoys.net/wp-admin/plugin-install.php

    or you might not have the full capability to add plugins;
    are you Administrator?

    It says I am an admin, but I can’t access the direct link? I was paying someone before but had to stop – I tried to post a snip of the screen but don’t see where it allows attachments in the forum?

    It could be username is admin but the access to the account is restricted. Do you have hosting details?

    You can add plugins by using FTP details. if you don’t have then you should contact your hosting support services. They will tell you the exact information about your website or account.
