Add New section of Plugins is empty

I am having a problem with the Add New section under Plugins. I went to look for one and this is what I found. Nothing at all under the tag section. For Search Results or clicking on the Featured and Newest links, I get this. Clicking on the Popular or Recently Updated links gives me this.

I have deactivated all of my installed plugins, made a backup, created a new MySQL db (version 4, same as the old one), and re-installed WordPress fresh. The Add New page worked until I imported my backup into the new database. Then it started the same errors. Obviously there is something wrong with the database, but I do not know what to do to fix it.
