Activation = Error 403 Forbidden

Activation of the plugin, created the Error 403 Forbidden…you don’t have permission to access. Never edited any settings, all users were locked out until the plugin was deactivated. Using WP 4.9.13.

Am I missing something? Anyone else have the same issue?
