 * In my dashboard there is no “Appearance” tab nor a “Tools” tab.
 * **Since that is the case, how do I activate a theme?**

 * Yes. I am login as an admin. I use the “admin login” every time I want to see
   or use the dashboard. On the dashboard there is a “Presentation” tab, which in
   all the help documents I found none of them talk about the presentation tab.
   I did a normal installation using the WordPress link from my servers cpanel.

 * What version of WordPress did it install? I remember WordPress used to have a
   presentation tab, but that was several years ago…
 * For reference, the latest WordPress admin area should look like this:

 * I would suspect a plugin that is no longer compatible (or conflicts with your
   theme or other plugins), try deactivating ALL of them, check site (note: clear
   your browser cache frequently during this process), activate one at a time until
   you find the issue is recurring. Could also be the theme, try switching to the
   default theme.
 * Also of note: WP3+ requires PHP5.
