Accessibility Enhancements for WordPress

I have created patches against WordPress 1.5.1.2 for comment-functions.php and template-functions-links.php to resolve a potential violation of WCAG10 Checkpoint 13.1 regarding the identification of link targets. (All posts have edit/comment links without further identification.)
