about “Important changes coming to Rublon”

I recently received an announcement notification about “Important changes coming to Rublon” in the plugin setting page (https://photos.app.goo.gl/NkqVE5n8JJ7thBdo8) that requests instructions on the next page:
https://core.rublon.net/wordpress_plugin

But I have doubts after reading in the instructions that it is necessary to install the plugin manually and not through the official WordPress site of the plugins

So I want to make sure it’s not a scam or fraud?
