    I think you tried to enter admin panel several times and you failed with wrong username or password. and it automatically blocked your IP from entering it to protect your site from hackers. This lock usually will be unlocked in a fixed period for example after 1 hour or so. But for making sure, please consult with the developer of security plugin you are using or wait and try it for example 1 hour later.

    The IP address you mention, 142.4.211.151, has been attacking one of my sites continually (it tries to log in with username “admin”). I use the Wordfence plugin to block that IP address. I highly recommend using some kind of security plugin. You’ll be amazed at the constant barrage of WordPress attacks that are going on.
