A sock puppet is when someone uses a fake account to review their own plugin or theme. Or when they create fake accounts for nefarious reasons.
It is alright for plugin or theme authors to leave a review for their own work provided it’s with their account and they are clear on their relationship with what they are reviewing. For example, Gary is clearly the plugin author.
If someone working with an author also leaves a review, provided they disclose that relationship i.e. “I worked on this plugin with the author” then there is nothing fake about that.
