A Good Server Maintenance Plugin

Anyone know of a good “server maintenance” plugin for wordpress that can handle the following things?
– Display message to logged in users with a countdown (“Server work begins in 15 minutes, please save your work before then and log out.”)
– Stop selected users from logging in
– Leaves the site online for logged out users
In other words, I need to stop people from making changes (for example, when working with the database or switching servers where changes would put things out of sync), but viewing the site should be just fine.
Anyone ever used something like this?
