A Chamber of Commerce type Membership Business Directory in One

I am in the search for a unique plugin for WordPress that have the following capabilities:

The plugin would work like a Chamber of Commerce keeping up with when Membership fees (this is different that ‘Membership Sites’ type plugins)are due and also have a Business Directory that is controlled directly by if a Member is current on their dues. If not the Business listing in the Directory is suspended in some way. The plugin would also need to allow manual payments that are paid via regular old mail and in person, where cash and checks are given.

I have look at these Business directory solutions

Vantage Directory Theme by App Themes – Problem with that is, its will not allow renewal and manual payments if a business pays by check. It assumes all business is coming from the internet. Not in real life as in Local Market.

I have looked and tested with the following

WPMU DEV; WPMU DEV Membership WP Directory Pro
And others I have not listed.

The problem is, they all fall short either in keeping track of the Membership Subscription time, not allowing manual payments, the directory isn’t control by the the membership plugin so when membership expires the listing in the directory should expire. And other small issues.

If any one happens to know of a plugin like this that covers it all, not one part or the other (plenty of them) let me know.
