[Plugin: UK Cookie Consent] Accessibility fixes

Nice plugin, but needs a couple of accessibility tweaks.

The controls should be first in the tabbing order.

The links should change state on focus (i.e. change colour when hovering over OR when tabbing to them).

If you could fix these, that’d be great!
