Try:
– switching to the Twenty Eleven theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.
– resetting the plugins folder by FTP or phpMyAdmin.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.
– running the upgrade manually via wp-admin/upgrade.php

But when I tried to re-uploaded all files and folders of new WP, I failed to upload part near 449 files in wp-include. Why?
And another problem is, before I read your reply, I had already tried to re-upload all new WordPress files, including wp-content’s. 🙁
So, now the error massage is still there:
Fatal error: Cannot redeclare get_query_template() (previously declared in /home/tweet/public_html/wp-includes/theme.php:745) in /home/tweet/public_html/wp-includes/template.php on line 30
Try deleting all files & folders – except the wp-content folder, the root .htaccces file and the wp-config.php file on your site and then r-upload all files & folders – except the wp-content folder – from a fresh download of WordPress.
