how to call this code? (phpbb forum plugin)

Im trying to use a plugin..not having any luck contacting the author, so I was wondering if anyone could advise. This is a plugin to show your latest phpbb topics in your sidebar.

I don’t understand what needs to be placed in front and behind this code to get it to work.
