[Plugin: Crayon Syntax Highlighter] Show Tag Editor TinyMCE Button Outside of Admin Pages

How can I get the Tag Editor to show up in the TinyMCE WYSIWG included in a regular post view – not the admin view only? i.e. so a subscriber can post code snippets in a forum.
