Insert Image as File Link URL Constantly Changes to Attachement

I see some really old posts about setting the default Image URL when inserting images, but the work arounds are out dated and I’m still having issues where users will insert images linking to the file url, and then a few days later it defaults back to attachment. Is there anyway to hard code the default image insert URL?

Like I said there are a couple really old posts about editing an options file, but recent WP releases have changed the file and the workaround is no longer valid.
