Using "Extended Section" to open a new topic

MrMist, the Forum Janitor writes: “If you have a question about a specific theme, then we suggest visiting that theme in the Extend section first, and then using the “Write a New Topic” link from there to make your post.” ……………..I followed that “Extended Section” link and didn’t see any area to open a “write a new topic” area. If I miss the obvious, never mind, and if I am not, can someone guide me more specifically?
