Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.

1)I switched to Twenty Eleven.
2)I did not have any plugin installed because I had just installed WordPress a few hours before when I noticed the problem.
3)I re-installed WordPress twice after I noticed the problem but it did not improve.
4)I did not reset the plugin folder because I had not installed any plugin
5)I am a little confused when you say to re-upload all files and folders except the wp-content. I always install all my scripts using Softaculous.
I just removed the blog. Do not want to installed again after trying three times with the same result.
What could have caused this? 🙁

Update:
Installed WordPress in two different domains and it also happened that half of the Reading Settings are missing?

One more question… I dropped the installation and have not installed any again but would like to know if this is something I should be concerned about? Does it put in danger the security of the site?
I think it suggests that there’s an issue with your hosts and that WordPress is unlikely to run effectively (if at all) on this server.
