I had this happen on a client site of mind (during an upgrade) and was able to trace it to a plugin.
Do you have FTP access to the files on your server? If so navigate to /wp-content/plugins and rename the plugins folder to something like “old-plugins” and that should get you back into the dashboard of your site.
If that doesn’t work, you may want to try disabling the theme you have activated on the site and see if that is causing the problem.

I went into my FTP Manager and renamed the /plugins folder, that did not fix the issue. So I attempted to disable my current theme by renaming it.
Nothing happened when I renamed the current theme. Nothing. The theme remained the same and active. It did not revert to the default theme.
Is it possible to delete the /wp-admin folder entirely and re-upload a new one (or one from an older version)? Or would I lose something in the process?
In fact, is it possible to re-upload an entire older version of WP and still maintain my content, comments etc.??

Do not delete the wp-admin folder. If you do, Jesus will kill a kitten.
When you disabled the plugins, you did not have access to the dashboard restored? Renaming the theme folder should do the trick, so not sure what happened there. If you want to be brutal about it, you could try deleting your active theme—after making a backup of course—which will definitely force the issue and cause WordPress to load some other theme, probably Twenty Eleven.
