WordPress style.css editor not updating the affects of new coding.?

I first went about it in Dreamweaver to no avail and then went directly into the WP editor and though it shows the different color code etc. in the actual css sheet, the colors or what not are no diferent?? Something as simple as the header title will not change colors, much less other border colors. Am I missing something here? I have the latest version of WP and have also cleared my browsers cookies. I know through both Dreamweaver and Firebug I am making changes in the right spots.

It is not actually online per se as I am building it on my localhost in XXAMP so I don’t know if that makes a difference as far as how long it takes changes to go into effect. When I change a piece of code and update it, if I see no change I immediately change it back to the OG code. Should the changes take place immediately?
