The ‘Configure this table in the Settings’ link in the Dashboard widget currently points to

http://blogs.example.com/wp-admin/network/options-general.php?page=wp-changes-tracker.php

but should point to:

http://blogs.example.com/wp-admin/network/settings.php?page=wp-changes-tracker.php

What is your WP version?

The url you provide would give a 404 in 3.4.1.
